The Central Investigation Bureau (CIB) is the current investigative unit for the Unified Police Department. The unit was established on May 2nd, 2024.

General Description[]

Central Investigation Bureau is a unit within the UPD that specializes in advanced investigations, police work, and supports the UPD in its capacity by offering resources, personnel, data and tools. These SOP's serve as the directive instructions to outline boundaries and expectations for all members of CIB.

The unit shall also be responsible for articulating the SOPs for self governance in carrying out its duties in the field, while keeping a strong line of communication with PD High Command for oversight.

Chain of Command[]

The CIB and its members primarily operates within itself as a linear command structure for its own operations, and secondarily reports to the UPD Chain of Command where appropriate. The purpose of ranks and roles within the CIB is for operations involving the unit alone, but bears no significance to the UPD rank structure. Members of the CIB are expected to acknowledge their position within the UPD & the CIB, and act accordingly to their position in both depending on the case at hand. Disregarding this stipulation may result in disciplinary action.

Ranking Structure[]

Director

Responsible for overall direction of the unit and achieving its primary goals

Responsibilities:

  • Reports directly to High Command/Commissioner, including receiving general orders for major cases for the unit as a whole to work on
  • Remain in direct & regular contact with UPD HC/Commissioner for free-flow of information
  • Maintains the units direction and motivation to keep up the workflow
  • Handles the CIB budget
Lead Detective

Responsibilities:

  • Reports to the Director
  • Delegate workload for detectives & assign cases
  • Hire into the unit & make sure new detectives get trained
  • Continue developing detectives growth in the unit
  • Maintain the high standard of the unit for paperwork & conduct audits within CIB
  • Manage/recommend disciplinary action within the unit
  • Work assigned cases/own case work when possible
Detective

Responsibilities:

  • Commit themselves to the unit to ensure operational efficiency
  • Prioritize case work (assigned or own)
  • Actively engange in field work to increase unit visibility when possible
  • Document all investigational acticivty within the MDT
  • Sign off on probationary detectives requests for authorizations
  • Help probationary detectives with their learning and development
Probationary Detective

Probationary Detectives are officers who have shown interest in the CIB, but still have training and learning to develop before they are trusted with the tools available to full detectives.

Responsibilities:

  • Engage in scenes they are a part of to evaluate whether they are of CIB interest
  • Prioritize assigned case work
  • Maintain their own reports within the MDT for detectives and mentors to evaluate
  • May lead cases if necessary, but should remain within the guidance of mentor
  • May operate unmarked/undercover when under supervision of a mentor & per outlined SOP's
Support Staff

The SIB will not limit its staff to sworn officers as detectives. It will also seek to bring in a diverse set of individuals into its employ for other duties to assist the SIB in its mission. This may include but not limited to;

  • Administrators
  • Prosecutors
  • Analysists
  • Consultants

Standard Operating Procedures (SOPs)[]

Unmarked SOPs

Unmarked (UM) is a status that involves operating as a police officer, but is not immediately obvious to the general public. When operational necessity arises, a detective may operate UM for the purpose of not attracting attention for the purpose of surveillance/intelligence gathering or blending into the surrounding area. UM will not be used if there is no valid need for it.

Guidelines

  • Detectives will only operate UM when there is an operational necessity, or in a patrol capacity if there is an expectation that it will be required throughout the patrol shift. Alternatively, if a detective is conducting off-patrol duties that pertain to their current active cases, UM can be used. This should not be over-used, and will be restricted if not enough marked units are patrolling
  • A UM unit should attempt to remain undiscovered, but may intervene with ongoing or unfolding crimes if necessary but should weigh the risks of compromising the investigation.
  • UM Units can conduct traffic stops if operating UM on patrol, but should request a marked unit ASAP. When interacting with the occupants of a vehicle, two or more forms of police ID should be visible [Vest, Badge etc]

UM Uniform GuidelinesUM Units must still adhere to general uniform standards, and remain in a professional smart/business casual uniform at their discretion. APD badge must be visible when possible, but may remove the vest when inside a vehicle. When there is any interaction with the public, theymust be identifiable as a police officer.

UM Vehicles

  • PD Liveries, spotlights & light bars are removed
  • While detectives may choose the color for their UM vehicle, it should refrain from resembling any gang colors to avoid inflammatory interactions, and also to not attract unwanted attention. Examples of colors to avoid; Red, Yellow, Green, Purple etc.
  • A UM vehicle must operate with the capacity for emergency lights [Grill/Cabin] and a siren so that they can make known it is a police unit if necessary.
Undercover SOPs

Operating undercover is for the purpose of dropping all identifying features of a police officer, while still remaining in the capacity of law enforcement.Undercover work is potentially extremely dangerous and officer/civilian safety should remain the utmost priority. It is to be used sparingly, and only when necessary due to the risk of compromising operational success or when UM would not provide the required level of cover. It is generally intended for reconnaissance or surveilance, and only intervention when absolutely necessary. Detectives operating UC must have an understanding of the potential safety and legal ramifications of intervention while UC.

Detectives may make use of brief UC instances (for a duration within 1 shift), however if longer term utilization of UC is necessary, it will require a signoff from the director, along with a proposal for its necessity and to include boundaries and objectives in said proposal. If intervention is a possibilty throughout the instance, it will require signoff from the director even if it is a single instance. The use of UC also comes with the following restrictions:

  • UC operatives will not kill or maim another individual.
  • UC operatives will not consume a controlled or dangerous substance.
  • UC operatives must notify patrol and/or dispatch of their intended area of operation/route, so that units may be on standby to respond if the UC operative is placed into too much danger or their cover is blown. If deviation from the intended location or route is apparent, UC operatives should attempt to terminate the operation if possible and re-engage at a later time/date.
  • UC operatives must carry a police vest that they can display at any time should their cover be blown, to avoid confusion for responding marked units and avoid friendly fire
  • Standard personally owned/rented vehicles with no police equipment present in or on the vehicle
  • Supervisors should be present for detetcives operating UC for the first time.
